The year is 2297, twenty years after the Lone Wanderer sacrificed themselves for the project purity which saw clean water become available to the Capitol Wasteland and two hundred and twenty years after the great war that saw civilization destroyed. With the success of Project Purity, life in the Capitol Wasteland flourished and under the protection of the Brotherhood of Steel who, under the direction of Elder Lyons took a more active role in the community around them, saw it distributed fairly. However, with his death, and the untimely death of his daughter, Sarah Lyons after she took control of the Brotherhood, a power vacuum was left. It saw the election of Arthur Maxson take control, becoming the youngest Elder to lead the Brotherhood ever. It also saw a return to the old ways and a reunion with the Outcasts, who had left during the Lyons leadership. This also meant that access to Project Purity was no longer available to the general public, though it's effects had already reached further into the Capitol Wasteland.
While the Brotherhood of Steel have established themselves as the main power in the Capitol Wasteland and Commonwealth, they have no interest in helping the common folk. Settlements are still very much separate entities that rarely work together, travel is still dangerous, and fringe groups pop up to wreak havoc.
This is in contrast to the West Coast, where the NCR has taken control of New Vegas and the surrounding area. After many growing pains, the NCR has not only successfully established themselves as the leading force in the Mojave Wasteland and beyond, they have brought various settlements together. Establishing trade routes and government that most people have come to accept. While crime has decreased in Freeside and beyond, poverty, access to food and water, and chemical dependency is still a problem. The Followers of the Apocalypse, while fundamentally disagreeing with the NCR at first, over the last sixteen years have allowed themselves to be absorbed into the NCR in exchange for funding and supplies that allows them to help the people of Freeside and conduct further medical research to serve the people of the Mojave.
Shady Sands still functions as the capitol for the NCR and has had a boom in population since safer routes have been established. The Hub, likewise, has become a major trading post and has become what passes for wealthy in the post apocalypse. Classes have started to emerge more and more in these more established areas, benefiting from the wealth New Vegas has brought the NCR.
With civilization slowly becoming more established, there are those who have been pushing out, exploring north, south, east and west to find and establish new settlements where they can give without the oppressive rules of the NCR, or under the threat of any advancement being halted by the Brotherhood. One such area that has remained free of either of these powers is The Pitt. While absolutely the last place anyone would want to live, it is ruled by an aging Ishmael Ashur, former Paladin of the Brotherhood of Steel. After taking control of the remaining population after the Brotherhood's purge of the Pitt, traders refused to come to the settlement and they were forced to become self sustaining under any circumstances. Unfortunately that lead to such atrocities as cannibalism and slavery. Two classes of people emerged, the Raiders he used to protect himself and his family and the underclass of slaves they depended on for labour. Under such horrific circumstances, a condition known as Troglodyte Degeneration Contagion began to spread through the population for which there was no cure.
Ashur managed to establish trade with Paradise falls to replace the dying slaves and even brought in scientists to help research a cure for the disease. This lead to the birth of his daughter, Maria Ashur, a child immune to the disease and radiation in general. Unfortunately, before the baby could be used to find a cure she was abducted and vanished for good. Twenty years on, there is still no cure and with Ashur's wife dead and him barely clinging to power, it seems like the Pitt is destined to remain a raider town, untouched by civilization.
